The Senior Director, Proposal Solutions & Strategy is a vital component to our success and future growth. This role will be responsible for cross-functional and cross-segment coordination of behavioral health solutions that will support the C&S (Community and State) health plans in achieving the goals of State Partners (i.e. Medicaid agencies, Dept. of Health and Human Services, etc.) in an innovative, cost effective and outcome driven approach for the populations to be served i.e., Medicaid, children and adults with special health care needs, foster care, etc.).
As our Policy/Strategic Engagement team focuses on external relationships and preparedness for the procurement, this position will focus on the internal preparation and will be the intersection for Optum BH, Community and State and external partners. This position will work directly with Optum BH, Policy/Strategic Engagement, Business Development, Proposal, health plan leaders (i.e. C-suite and other senior leader/decision makers) and functional business owners ensuring that we develop and/or execute upon distinctive solutions that align with our RFP readiness strategies and key priorities in preparation for new Medicaid business proposals.

Primary Responsibilities
- Partner with Proposal Solution & Strategy Team leadership, Policy/ Strategic Engagement, Business Development, Health Plan leaders and key stakeholders across the organization to identify, prioritize, build behavioral health solutions required for new business proposals
- Coordinate complex strategies and issues with cross functional expertise, often seeking solutions and/or inputs from other markets or businesses to address the complex issue, often resulting in the creation of a customized local solution
- Create key deliverables for internal and external audiences such as workflows and narratives that articulate solution design, prepare our response team for the upcoming RFP, and are aligned with the overarching strategy by leveraging market and competitive intelligence, independent research and analysis of data, organizational resources, stakeholders and business owners
- Develop critical content for relevant sections of C&S RFP responses, such as complex behavioral health clinical areas, and contribute to the response team's understanding of our broader market strategy for the development of the overall response
- Responsible for the planning, coordination, development and facilitation of simultaneous work streams and action plans that drive toward agreed upon design or solution Leads internal readiness for the proposal in partnership with the Optum BH and the Proposal Solutioning & Strategy team Influences without authority to motivate and inspire collaborative engagement, amid competing priorities of the team members

Required Qualifications
- 5+ years of Medicaid experience within the Behavioral Health space
- Experience in RFP writing or product, process or program development
- Experience designing and implementing healthcare processes or programs
- Experience driving results in a dynamic, matrixed environment with a high degree of organizational change, growth and ambiguity
- Demonstrated solid writing experience, both in content and writing organization abilities
- Advanced proficiency with Microsoft Excel
- Proven ability to analyze healthcare trends and develop solutions to address them
- Proven ability to articulate business strategies and formulate concise solutions to complex problems
Preferred Qualifications
- Clinically Licensed Public Health degree
- Experience at or with a local health plan or behavioral health vertical or company
- Clinical operations and/or strategy experience
- Formal consulting experience
- Proven excellent consultative, interpersonal communication and presentation skills
- Demonstrated solid strategic thinking and business acumen with the ability to align people related strategies and recommendations with business objectives
- Demonstrated solid history of quickly gaining credibility, partnering with business leaders and exhibiting executive presence
- Has previously worked or is currently working at UHG or one of its subsidiaries or affiliates

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable.
