The
Pharmacy Buyer and 340B Coordinator is a dual role, responsible for purchasing medications and supplies to ensure proper patient treatment while also coordinating and monitoring the 340B Drug Pricing Program for all the Northern Maine Medical Center qualified entities and contract pharmacies. Under the supervision of a Director of Pharmacy, performs inventory management activities that ensure adequate stocks of medications, purchasing contract compliance, effective cost management, and ensure we maintain and stay within our budget.

Hospital Overview
Northern Maine Medical Center also encompasses Forest Hill Rehab & Skilled Nursing Center, a 45-bed skilled nursing and rehab facility, and 7 health centers.
Work Schedule
- Monday - Friday, 7:30am - 4pm
- Every 3rd weekend w/alternating holidays, 7:30am - 4pm.
What You Will Do
Inventory Management: (Ensures adequate medication supplies, purchasing contract compliance, accurate billing, and compliance with laws and regulations).
- Coordinates the ordering, receiving, unpacking, and storing of pharmaceuticals and supplies in appropriate locations and under proper storage conditions.
- Assists in setting inventory par levels necessary to meet patient needs regarding historical usage, clinical reviews of patient mix and disease states, and financial parameters.
- Monitors stock levels of medications and supplies.
- Monitors purchasing statistics (e.g. inventory turns, positive and negative inventory events)
- Maintains appropriate information sources for pharmaceuticals and related supplies to facilitate appropriate inventory management through print, electronic and other media.
- Coordinates and facilitates special purchase requests (e.g. non-formulary medications, office supplies, etc.) and assists pharmacy staff in compliance with non-formulary medication policies and procedures.
- Arranges for after-hours or off-site delivery of critically required medications and supplies in coordination with the Director or Pharmacy and pharmacy staff.
- Monitor stock levels to help identify potential drug shortages.
- Works in close collaboration with 340B Coordinator to ensure purchases comply with 340B regulatory requirements.
- Place orders using the appropriate accounts (e.g. WAC, GPO, and 340B).
- Independent participant in annual inventory. Ability to provide reasoning for variances between inventories.
340B Auditing
- Performs all 340B audits.
- Maintains good working relationships with other hospital departments to facilitate communication. Provides data, information, and reports as needed.
- Tracks, trends, and reports pharmaceutical sales and purchases; perform statistical, cost, and financial analysis of data. Identifies root causes of adverse trends and makes recommendations to improve the program’s financial stability.
- Works with IT and Informatics to ensure data integrity for the 340B program.
- Develops a thorough understanding of the split-billing system. Maintains 340B split-billing software integrity and reviews applicable reports to identify areas for improvement.
340B Program Management
- Serves as the institutional “compliance expert or authority” on the 340B program.
- Ensures compliance with all GPO Prohibition rules and with all track and trace requirements of the Drug Supply Chain Security Act.
Pharmacy Purchasing Functions
- Monitors and provides oversight of 340B purchasing activities and compliance with policy.
- Assists the pharmacy buyer in drug selection and procurement. Uses the split billing system to provide the buyer with the information needed to place orders using the appropriate accounts (e.g. WAC, GPO, and 340B).
- Monitors par levels to effectively balance product availability and inventory control. Assists with annual inventory.
- Maintains system databases to reflect changes in the drug formulary or product specifications.
End Of Month Reporting
- Prepare and submit an end of month report detailing wholesaler, IV and other purchasing data.
- Detail average daily census, total daily census and any other measurements or data deemed appropriate and necessary.
- Process Department charges.
- Process Revenue Reports.
- Provide monthly utilization report and purchase price for all utilized specialty drug used in current month.
- Provide documentation of received payments for nonaffiliated transactions.
- Provide monthly summary of high or uncontrollable purchase cost including new stock and cost added to inventory.
- Process Wholesaler reports (e.g. 340B/GPO and 340B/WAC).
Revenue And Financial Management
- Send price changes or deletions to appropriate hospital employee.
- Monitor Hospital computer system to ensure charge codes updated and entered correctly.
Recordkeeping
- Maintains logs, records, and other required documentation accurately and on a timely basis. Files in appropriate locations.
- Maintain borrow/loan documentation.
- Facilitate facility’s current drug shortage tracking list and notifies manager accordingly.
- Prepares and maintains inventory records as required by medical center policies and procedures and consistent with state, federal and local laws, and regulations.
- Prepares purchasing, return and related inventory management reports and data accurately and on a timely basis.
Operations
- Provides pharmacy staff with appropriate data reports as directed.
- Provides pharmacy staff with education, training, and support regarding inventory management process.
- Conducts quality monitors, collects data, and completes documentation related to the inventory management process as assigned.
- Maintains training and functions as a pharmacy technician when required.
Regulatory compliance: (Maintain professional competencies).
- Maintain current CPhT designation for current position. Ensures applicable CE records and certification/licensure are maintained.
- Complete and pass all competency/skills assessment requirements timely.
- Attend all required department meetings, orientation, and training sessions. Review literature and other materials pertinent to the practice of pharmacy.
- Maintains strict confidentiality of patient, visitor, and employee information. Complies with HIPAA Privacy Rule standards.
- Attends all required medical center safety, security, fire and infection prevention and control training and education as required.
- Stay current on 340B regulatory updates.
Requirements
What You Will Need
- High school diploma or equivalent required.
- Minimum of three (3) years as certified pharmacy technician experience in a hospital setting required.
- Minimum one (1) year of previous pharmacy buying experience preferred.
- Minimum one (1) year experience working with 340B drug pricing program preferred.
- Possess current pharmacy technician registration in the State of Maine.
- Possess National Pharmacy Technician Certification (CPhT) required.
- Experience with automatic dispensing machines and associated software; barcode scanners; repacking machines; carts/trays/bins.
- Advanced Excel training.
- Prior experience utilizing wholesaler purchasing systems.
- Prior experience with 340B, USP797 and USP800 regulations.
